New York and California make retail theft top 2024 priority

New York and California governors announced aggressive plans to crack down on retail crime. Both are focused on lobbying for tougher penalties and increased funding for law enforcement. Retailers have lobbied to get bills written and past the finish line in at least nine states to crack down on organized retail crime (ORC) since 2022. The proposed legislation could disproportionately harm marginalized groups and may not actually reduce theft offenses. Hochul plans to introduce bills to combat online stolen goods sales and assualt on retail employees. New California will invest $1.1 billion over the next four years to combat organized retail theft.
