US to announce billions in subsidies for advanced chips -WSJ By Reuters

President Biden’s administration plans to award billions to top semiconductor companies such as Intel and Taiwan Semiconductor Manufacturing Co to build new factories in the U.S. The move aims to boost manufacturing of advanced semiconductors for smartphones, AI, and weapons systems. Recipients include Intel, TSMC, Samsung, Micron, and Texas Instruments, among others. The U.S. Department of Commerce declined to confirm potential applicants and timing of the awards.

The subsidies are part of a merit-based process with tough commercial negotiations and will be entirely dependent on advancing U.S. economic and national security, according to a Commerce official. TSMC refused to comment while Intel did not respond to a request. In December, U.S. Commerce Secretary Gina Raimondo announced over $35 million to a BAE Systems facility’s chip production for fighter planes, part of a $39 billion “Chips for America” subsidy program approved by the U.S. Congress in 2022.

Among the likely recipients, Intel has projects underway in Arizona, Ohio, New Mexico, and Oregon with a cost of more than $43.5 billion, while Taiwan Semiconductor Manufacturing Co (TSMC) has two plants under construction near Phoenix for a total investment of $40 billion. South Korea’s Samsung Electronics is also a contender with a $17.3 billion project in Texas. Micron Technology, Texas Instruments, and GlobalFoundries are other top contenders.
