As Russia’s relentless war on Ukraine hits the two-year mark, President Vladimir Putin enacts a new decree offering Russian citizenship to foreigners who join the offensive. The decree targets those who enlisted during what Russia describes as the ongoing “special military operation” and promises citizenship for themselves and their families who commit to a minimum of one year. Putin has also been focusing on attracting local recruits into the army. Russia’s military numbers were reportedly depleted to near disastrous levels. Putin ordered multiple increments of new troops, raising skepticism on Russia’s opaque death and injury tolls. Russia has been actively recruiting in a power grab for the longest time, and Ukraine has observed a substantial increase in the number of deaths among its troops, necessitating a possible intervention.
