Moody’s is considering upgrading Sri Lanka’s Ca long-term foreign currency rating following a bond swap offer by the government as part of a $12.55 billion debt restructuring. The country defaulted on foreign debt for the first time in May 2022 due to a severe crisis with declining reserves. Moody’s assigned a provisional Caa1 credit rating to new U.S. dollar-denominated debt issuances.
