FedEx’s China-to-US fee returns as it preps for de minimis changes

FedEx is imposing a $0.45 per pound surcharge on parcel shipments from China, Hong Kong, and the Philippines entering the U.S. until May 2, with a minimum charge of $1 per shipment. UPS also implemented a similar fee of $0.29 per pound for shipments from China, but did not specify an end date.
The surcharges are being reinstated due to trade lane volatility, with many shippers frontloading inventory to avoid tariffs. The de minimis exemption, allowing duty-free shipments under $800, will no longer apply to products from China and Hong Kong starting May 2, with other countries to follow once duty collection systems are in place.
FedEx will adjust fees for clearing de minimis-eligible imports through customs on May 2, imposing a Disbursement Fee of $4.50 or 2% of duty and tax for shipments with a customs value of $800 or less. Shipments above $800 will not be affected by the fee changes.
Executives at FedEx expressed confidence in their readiness for de minimis changes, stating that they were working with customers to navigate the market. While de minimis shipments have boosted growth in the parcel market, the majority of FedEx’s export volume remains in business-to-business shipments.
