Shares of Fannie Mae and Freddie Mac surged in premarket trading after President Trump announced plans to take the housing giants public while maintaining government guarantees. Fannie Mae rose 16.6% to $12.30, and Freddie Mac gained 18.4% to $9. The U.S. Treasury holds preferred shares and warrants to purchase 80% of their common stock.
