Ecuador plans to relaunch its National Mining Cadastre to attract investment and combat illegal operations. The previous system closed in 2018 due to irregularities, halting new concessions. Despite rich mineral resources, large-scale mining has been slow compared to neighboring countries. In 2022, mining exports exceeded $3bn, with copper, gold, and silver leading.

The registry will reopen in phases, starting with small-scale non-metallic mining, essential for cement and ceramics. This phase begins immediately, with full registry expected in 2026. Minister Manzano stressed the need for regulation to ensure responsible development. President Noboa aims to combat drug trafficking and improve the economy through the registry’s revival.

The reopening aligns with new regulations for small-scale non-metallic mining permits. The government faces resistance over proposed mining fees, with assurances of proportionality based on project size and type. An ongoing dialogue with industry representatives seeks to address concerns. Adventus Mining secured an investment agreement in October to develop the Condor mining project in southeastern Ecuador.
