Republican House leaders plan to review three key crypto bills during a regulatory “Crypto Week” in mid-July. The bills include a stablecoin bill, a crypto market structure bill, and a bill on central bank digital currencies. President Trump has expressed urgency in passing the stablecoin-regulating GENIUS Act before Congress goes on break in August.

The House is prioritizing the Senate-led GENIUS Act over its own STABLE Act, aiming for bipartisan support. Legal analysts anticipate amendments to be made, potentially leading to a reconciliation committee between the House and Senate. The bills differ in oversight, with the STABLE Act requiring strict federal supervision and the GENIUS Act allowing state oversight.

The CLARITY Act, a crypto market structure bill, is making progress towards Trump’s desk. The bill emphasizes the SEC and CFTC’s jurisdiction over crypto, requiring exchanges to register with the CFTC and adhere to specific rules. Top White House crypto adviser Bo Hines anticipates swift passage in the House. Democrats have opposed these bills due to concerns over Trump’s involvement in the crypto industry.

The House will also consider the Anti-CBDC Surveillance State Act, aimed at banning the creation and issuance of digital currencies by the Federal Reserve. Introduced by House Majority Whip Tom Emmer, the bill passed the House in 2024 but expired. Emmer reintroduced the bill in the current Congress, with the House Finance Committee passing it in April.
