The IPSASB has released amendments to IPSAS to reflect the application of IPSAS 46, introducing a new valuation basis called current operational value for the public sector. Feedback from stakeholders shaped the final standard, which includes amendments to IPSAS 12 and IPSAS 21. The changes aim to improve asset value reporting for government entities.

The amendments to IPSAS Standards will be effective from 1 January 2028, with earlier application allowed. IPSASB chair Ian Carruthers stated that the changes provide more relevant measurement information for public sector financial statement users. The amendments offer an integrated approach to valuation and guidance on measuring inventories and determining impairment in the public sector.

In May, IPSASB published Exposure Draft 93 for public comment, seeking to align the materiality definition across financial reporting literature. The goal is to ensure consistency with the Conceptual Framework for General Purpose Financial Reporting by Public Sector Entities and IPSAS Standards. These changes aim to enhance financial reporting practices across the public sector.
