Arizona lawmaker David Schweikert introduced “The Scam Farms Marque and Reprisal Authorization Act of 2025” to combat cybercriminals threatening the US. The bill allows the president to issue letters of marque to seize property and punish cybercriminals engaging in various threats, including crypto theft and ransomware attacks.
In July, over $142 million in crypto was lost to hackers, totaling over $3 billion in 2025. The US could seize stolen crypto in investigations and forfeit it to the government. President Trump established a Bitcoin reserve through asset forfeiture, and the DOJ seized millions in crypto from ransomware groups in July and August.
