Telegram Messenger in the dark as to why fines in Russia were dropped

Russian courts have dropped fines against major technology companies such as Google, YouTube, Meta, TikTok, and Telegram. Telegram Messenger claims to have no assets, offices, or employees in Russia and is unaware of the reasons behind the dropped fines. There are suggestions that bailiffs were unable to locate assets that could be seized. Russia has had ongoing disputes with foreign tech companies over content regulations and data storage. Telegram, widely used in Russia, is headed by CEO Pavel Durov, who holds dual citizenship of the United Arab Emirates and France.
