Meta will introduce new ad choices on Facebook and Instagram for EU users to comply with the Digital Markets Act. Options include fully personalized ads by sharing all data or limited personalization with less data sharing starting January 2026. The European Commission fined Meta €200m and Apple €500m for breaching DMA obligations.

Apple faced fines for anti-steering violations under the DMA, restricting app developers from informing customers about alternative offers outside the App Store. The EC ordered Apple to remove these restrictions to benefit developers and consumers. Meta’s previous ‘Consent or Pay’ model did not meet DMA rules, leading to the introduction of new ad models.

Meta’s updated ad model claims to use less personal data, reviewed by the EC for compliance. Facebook Marketplace was no longer designated under the DMA due to reduced business user numbers. The DMA defines gatekeepers as large digital platforms that must follow obligations and prohibitions to ensure fair competition in the digital market.
