Russia lowered flags to half-mast for a day of mourning following a deadly attack at a concert hall near Moscow, where 137 people were killed and 182 injured. Four suspects from Tajikistan were charged with acts of terrorism. Islamic State claimed responsibility, but President Putin suggested they were trying to escape to Ukraine with help from individuals on the Ukrainian side. The suspects were captured near the border and footage of the attack was released. The U.S. shared information with Russia about a planned attack and confirmed Islamic State’s sole responsibility, denying any Ukrainian involvement.
