The United States has resumed F-35 jet deliveries with an interim upgrade after software delays. Lockheed Martin and suppliers are working on enhancing displays and processing power under TR-3. The hardware upgrades are progressing well, but software is behind. Payments will be withheld until full functionality is achieved for Block 4 upgrades. Final payments for each $100 million jet have $7 million withheld. The pressure to complete TR-3 is fostering better cooperation between companies for the defense program.
