MS Amlin, EBRD, and Aon establish €1bn reinsurance scheme for SMEs in Ukraine

MS Amlin, EBRD, and Aon collaborate on a reinsurance scheme to support SMEs in Ukraine, offering up to €1bn in annual cover for inland cargo and transport. Initial reinsurance capacity of €80m, potentially increasing to €110m over five years, to support war risk policies underwritten by INGO, Colonnade, and UNIQA.
EBRD’s guarantee enables MS Amlin to transfer exposure off its balance sheet, with short-term policies facilitating capital recycling. The facility could cover up to €1bn worth of goods and vehicles annually, totaling €5bn over the scheme’s duration. Backed by France, UK, Norway, Taiwan Business-EBRD Technical Cooperation Fund, EU, Switzerland, and additional donor support expected to increase EBRD guarantee.
MS Amlin Chief Underwriting Officer Martin Burke emphasizes the critical role of insurance in supporting Ukraine’s SMEs and economy. The scheme aims to boost business confidence, protect supply chains, and drive economic growth. The initiative showcases how public-private partnerships can rebuild Ukraine and attract market capacity for long-term reconstruction and recovery.
